For #93: remove the page number from the URL. This commit fixes the shoutbox and member list. It also contains a change to downloads to add pagination to the new, popular, and highest rated views.

#11 Update Blueprints to 0.9. Also update the conditional IE specific include of the ie.css file. Hopefully this will resolve some issues seen with IE8.

Changed the shoutbox: posts are now made by Ajax. The smiley farm is loaded only on demand. jQuery is now in the base template. May add scrolling later.
